Fleet Commander Directive
Organizational Structure

This document describes the organizational structure of the Rebel Squadrons.

I. GENERAL

1. Authority. The Rebel Squadrons Fleet Commander is empowered to appoint Executive Staff to assist in executing the mission of the Rebel Squadrons (Bylaws 2.7), to appoint the membership of High Command (Bylaws 2.5), and to exercise overall command authority for the Rebel Squadrons (Bylaws 2.2). This document details the organizational structure authorized by the Fleet Commander under this authority.

II. HIGH COMMAND

1. Membership. High Command will consist up to three (3) Platform Coordinators, at least one (1) Aldermen, the Senior Executive Staff and Executive Officer, and any special advisors so appointed by the Fleet Commander. Only Platform Coordinators and Aldermen will vote, except in the case of a tie, where the Fleet Commander may cast the tie-breaking vote (Bylaws 2.2).

2. Platform Coordinators. Up to three Platform Coordinators will be appointed to the High Command. Platform Coordinators are selected by the Fleet Commander from the previous session’s Task Force Leaders with preference given to the most popular activities from that session. Platform Coordinators are considered staff officers and report to the Operations Officer.

3. Aldermen. At least one aldermen will be appointed by the Fleet Commander, at his or her discretion, as necessary to bring the voting membership of High Command to an odd number. Aldermen will be selected from the Senior Executive Staff in the following priority: LO, OO, PO, CO, IO

4. Staff Members. By virtue of their roles, the Senior Executive Staff and Executive Officer sit as members of the High Command. These members serve in a purely advisory capacity, and may not make motions or vote.

5. Special Advisors to the Fleet Commander. The Fleet Commander may, at his or her discretion, appoint Special Advisors to the Fleet Commander as members of High Command. Such members serve in a purely advisory capacity, and may not make motions or vote.

III. LINE OFFICERS

1. Executive Officer. The Executive Officer is the overall second-in-command of the Rebel Squadrons and assists the Fleet Commander in all of his or her duties. He or she reports directly to the Fleet Commander and supervises all Squadron Commanding Officers (Squadron COs), and is responsible for training, mentoring, and developing each Squadron CO as appropriate.

2. Squadron Commanding Officer. Each Squadron CO leads a squadron, and reports directly to the Executive Officer. Squadron COs may appoint one (1) additional line officer as Squadron Executive Officer (Squadron XO) and up to three (3) additional line officers as Flight Leaders. Squadron COs may also appoint staff roles within their unit as they deem fit.

3. Squadron Executive Officer. When appointed, a Squadron XO serves as second-in-command of a squadron. He or she reports directly to the Squadron CO, and assists the Squadron CO in his or her duties. When appointed as a line officer, the Squadron XO can serve as the first step in the chain of command for regular members, or can supervise Flight Leaders.

4. Flight Leader. When appointed, a Flight Leader commands a flight of two to five members, and reports to either the Squadron XO or Squadron CO (at the discretion of the Squadron CO).

IV. SENIOR EXECUTIVE STAFF OFFICERS

Note, all Senior Executive Staff Officers report directly to the Fleet Commander, unless otherwise specified.

1. Second Officer. The Second Officer is the overall third-in-command of the Rebel Squadrons and will assist the Fleet Commander in all of his or her duties. In addition, the Second Officer carries out special projects at the request of the Fleet Commander, and coordinates the activities of the Executive Staff on behalf of the Fleet Commander.

2. Arbitrator. The Arbitrator fulfills the responsibilities described in Bylaws Section 5, and may carry out investigations into whatever issues he or she deems fit. The Arbitrator is also explicitly authorized to enact judicial sanctions by the Bylaws (Section 5). The Arbitrator will also be consulted for all scoring discrepencies, and will provide input to any changes to the scoring system.

3. Internet Officer. The Internet Officer (IO) is responsible for all Rebel Squadrons internet activities, excluding those conducted on social media (which are overseen by the Publishing Coordinator). The Internet Officer is also responsible for the design, deployment, and maintenance of all Rebel Squadrons infrastructure, including the Rebel Squadrons website, the Roster Database, and all other information technology projects. To assist in his or her workload, the Internet Officer may appoint additional Internet Office staff at his or her discretion.

4. Operations Officer. The Operations Officer (OO) is responsible for the monthly activity sessions and oversees the Platform Coordinators. In addition, he or she appoints and removes Task Force Leaders, in consultation with the appropriate Platform Coordinator. Further, the Operations Officer is responsible for the scoring system. To assist in his or her workload, the Operations Officer may appoint additional Operations Office staff at his or her discretion.

5. Logistics Officer. The Logistics Officer (LO) is responsible for maintaining the fictional aspects of the Rebel Squadrons, including the Rebel Squadrons canon, background information on the Rebel Squadrons universe, and the overall direction of the Rebel Squadrons storyline. To assist in his or her workload, the Logistics Officer may appoint additional Logistics Office staff at his or her discretion.

6. Personnel Officer. The Personnel Officer (PO) is responsible for maintaining and administering the medals and awards of the Rebel Squadrons. He or she provides members with input and assistance in selecting awards and decorations to recognize member service. The Personnel Officer also monitors promotion activity and ensures that members are being recognized for their work.

7. Communications Officer. The Communications Officer (CO) is responsible for maintaining and administering the Rebel Squadrons’ official social media accounts. He or she provides content to these accounts to expand the online presence of the Rebel Squadrons and to encourage recruitment of new members.

V. OTHER STAFF OFFICERS.

1. Task Force Leader. Task Force Leaders oversee each of the individual activities within the Rebel Squadrons. Each Task Force Leader reports to the OO, and may appoint additional Task Force staff as they see fit. He or she is responsible for encouraging participation in their activity and the creation and scoring of objectives for that activity. By nature, Task Forces will be diverse, and there is no one standardized leadership structure for all Task Forces; every Task Force must have one leader, however.
