Issue: Undergrad Academies under Fleet control
Status: Forwarded to HC and under heavy debate with yet another side-proposal
As a result of last week's vote that bios now are only required for Master Cadet w/ Honor rank in the academy (and the recommendation for direct promotion to Second Lieutenant) a member of High Command has suggested that we now regulate bios and create a "Board of Review" which will deem if a bio is appropriate for the master cadet w/h rank. Also, this proposal includes a requirement of an approved bio to become Wing or Fleet command staff (CO/XO/SO) The reason put forth is so that we do not hire command staffers who can't understand their character and basic storyline aspects required to create a Tour of Duty. Note: This proposal makes no exception for fleets which do not make use of storylines, this is a blanket measure across all 8 fleets in the RS. Prospective command staff officers can write a bio and submit it for review after they have graduated (if they did not reach master cadet w/h in the academy itself).
Variations and suggestions to this have come forth. Following is a list of these items, which could be combined and jumbled to create the final .
A) No requirement at all (change nothing)
B) No board of review, but set basic requirements to be checked by the UG CO
C) No requirement for command staff position and basic requirement for Mst. Cadet w/h
D) Fleet specific (lets each fleet decide if this is necessary. For example the RSCD could choose NOT to require bios, while the AF could)
E) Instead of testing writing ability, test the ability of the officer to create the storylines
F) Only require this for Fleet COs (testing done by RSFC)
G) Current officers will not be tested
Member input on this would be greatly beneficial.

Issue: Discrepancy in Bylaws
Status: Forwarded to HC and being considered
Face pointed out some discrepancies in the RS Bylaws on promotions. Most markedly the bylaws state that only Squad COs can promote at level 1, Wing COs at level 2, etc. This is not how the RS is currently operating. The roster database is programmed in the *intent* of these bylaws, such that level 1 ranks are awarded by the primary Squad CO, Wing CO, Fleet CO, or RSFC provided the required time in rank has elapsed.
Those bylaw lines are as follows
4.3.1 Level 1 ranks are to be awarded only by the primary squadron CO. A member may skip one rank during a promotion cycle at the discretion of the CO. This is to be used for those who advance quickly to positions of responsibility in the squadron. Level 1 ranks are to be awarded for activity at the squadron level or above, at the discretion of the Squadron CO. Minimum time in each rank is two weeks.
4.4.1 Level 2 ranks are to awarded only by the Wing CO in the primary Chain of Command. A member may not skip any rank at this level. Level 2 ranks are to be awarded for activity at the wing level or above, at the discretion of the Wing CO. Minimum time in each rank is one month.
4.5.1 Level 3 ranks are to awarded only by the Fleet CO in the primary Chain of Command. A member may not skip any rank at this level. Level 3 ranks are to be awarded for activity at the fleet level or above, at the discretion of the Fleet CO. Minimum time in each rank is 2 months.
4.6.1 Level 4 ranks are to awarded only by the RS F.C. or a member of High Command. A member may not skip any rank at this level. Level 4 ranks are to be awarded for activity at the club level, at the discretion of the FC. Minimum time in each rank is 4 months.
Another possible discrepancy in 4.6.1 as you see above is that it doesn't clearly state that the RSFC must approve of level 4 promotions (through the roster database he/she awards them himself/herself) While this is the intent, the "discretion of the FC" might be read by some to state Fleet CO, while it really means Fleet Commander. Fleet COs are referred to in the bylaws as the Fleet Commanding Officer, the only "Fleet Commander" is the Rebel Squadrons Fleet Commander. As the roster database is programmed in the intent of the bylaws there may not be an immediate need to specify this (by replacing "FC" with "R.S.F.C") but as the other issue is present with this (and the other three) clauses it might be prudent to "kill two birds with one stone."
