============== Community Meeting ===============

      Community meetings are scheduled for the second Sunday of every month. The next meeting will be Sunday, April 14th, in channel #OuterRim at 4 PM EST. That is this upcoming Sunday!

=============== Bylaws Revisions ===============

      Fleet Admiral Dave Trebonious-Astoris reports that the Bylaw Revision Committee is about 80% finished with the Administrative Structure section of the Rebel Squadrons Bylaws. Once this section has been completed by the committee, High Command will review the result and either send it back for more work or approve the changes made. After that the council will proceed to Section 3 of the RS Bylaws and revise them.

Subj: RS Wide Melee Event
Status: Presented to High Command and under debate.

As a reminder from last week:

      The basic idea is for the Operations Office to conduct a club wide competition for all RS supported multiplayer games and simming as a way to increase skill, participation, enjoyment, and serve as a precursor to any future ORW engagements. Additional ideas from the Operations Office and High Command include:

1) Cooperative Teams: Games such as Counter-Strike and now Jedi Knight II: Jedi Outcast, as well as others support team play. With the number of members having access to broadband increasing, it is now more feasible to conduct matches with teams. Therefore, this competition will likely offer team play (1v1 will not be phased out however).

2) Competition/Fun & Fairness: To get people to attend it has to be interesting. This requires fun, which inherently requires fairness. To create competition there will be 2 (or maybe more) overall teams. But these teams must be balanced, losing all the time is not fun. There have been several ideas on how to generate teams in a fair manner.
a) Randomly assign people to teams as they sign up for a gaming account in
the database that will be made to track standings.
b) Randomly assign people to teams each night, so that teams are different
each week.

3) Storyline: Create another set of planets to fight over, as was done in ORW with the Cadrel Expanse. For example, one team could be considered the Imperial team, and the other the Rebel. Or New Republic and Pirates. The Aurora Force might take part in writing a weekly storyline update to be included in the results newsletter.

      As this is a very important event to stir forth some activity we would greatly appreciate any suggestions or ideas pertaining to this topic.

      Another possible idea to create fair teams was proposed. This involves credits being used to buy higher force power (JK, JK2) or equipment such as better ships. The team that loses one week gets more credits added to their bank account. There are two ways to handle credits however.

      a) Each member uses and spends credits as they see fit, their income is based on what team they are on and how their team did at the last week's melee.

      b) A team could have its own command staff (CO, XO, SO) which would decide what stuff to buy for the whole team.
