Awarded for extraordinary activity within an Interactive Tour of Duty or similar event. This signifies that the recipient has showed the most skill during of a Tour of Duty by receiving the highest total event score. This medal may be jointly awarded to the recipient with an ITOD citation of a lesser or equal level for the same event.
